Current Project Activities

The current project at the former TBR has two objectives: performance of a Remedial Investigation and Feasibility Study (RI/FS) and preparation and stakeholder approval of a Decision Document for the site. The tasks associated with these objectives involve both field-related procedures (e.g., site visits, physical investigations, and data analysis) and community-related elements (e.g., USACE solicitation and consideration of community input from interviews, surveys, and other sources; public presentations; community review of project documents; and implementation of a public involvement program).

This page provides a chronological overview of some of the primary project tasks (based on presumed start-dates; tentative dates are listed in parentheses). Where appropriate, the entry includes links to related documents, visuals, sources of additional information, public involvement opportunities, and other items of interest.

2005

27 June and 18 August: Technical Project Planning (TPP) Meetings held in Rancho Santa Margarita. (The TPP process is designed to define and articulate the desired site closeout condition, and create a plan with the actions necessary to reach this goal, all with stakeholder acceptance.

Initial meetings bring a number of stakeholders together for an introduction to the site and project objectives and to begin the formal planning process.)

In conjunction with the first meeting, project team members conduct a site visit to develop familiarity with the current configuration of the project area.
1 July to 31 October: Project team members conduct community background interviews for the PIP. Web-enabled survey opened to give local residents an opportunity to provide input as background for the Public Involvement Plan (PIP).
27 October: Third TPP meeting and a Public Availability Session/Open House conducted in Rancho Santa Margarita.

Draft Public Involvement Plan (PIP) released for public review and comment.

2006

January: Final Public Involvement Plan issued.
January: Geophysical Prove-Out field activities conducted at the project site.
20 July: Fourth and final TPP meeting held in Rancho Santa Margarita.
5 October: Final Work Plan for field activities distributed.
16 October: Geophysical investigation activities began in selected areas of the Site.
30 November: Consolidated demolition of six suspected munitions and explosives of concern found during the field investigation.
6 December: Field activities completed. Project personnel began compiling data collected in the field and assembling the RI/FS report.

2007

  Review of field data; preparation of RI/FS documentation.

2008

Spring: The Draft RI/FS report is scheduled for distribution to stakeholders for review, and it will be posted on this Web site.
